Start date

Scope of work

Clough completed the contract for design and construction of two water treatment plants at Lal Lal and White Swan Reservoir near Ballarat in Victoria.

The project was undertaken for Thames Water who had a 25-year build, own, operate, transfer (BOOT) contract with owner, Central Highlands Water.

Each plant has a capacity of 65 megalitres per day together with associated pumping stations, clear water storages, and water mains.

The project had stringent requirements imposed by the Environment Protection Authority (Victoria). The environmental management plan developed for the project achieved third party certification through SGS International Certifications Services to ISO AS/NZS 14001 Environmental Management. This demonstrated compliance of Clough’s newly developed environmental management systems and processes.
