Clough was engaged by Iluka Resources to carry out a Definitive Feasibility Study (DFS) for the Murray Basin Stage 2 Development, including the upgrades to Iluka’s existing mineral separation plant (MSP) in Hamilton and improvements to the Port facilities at Portland.

The study and capital cost estimate was used for the project's final investment decision taken in March 2008.

Upon the completion of this definitive feasibility study, Clough was awarded the Engineering, Procurement, Construction and Management (EPCM) contract for the Murray Basin Stage 2 Development, which was successfully delivered.
