Clough delivered the construction of the Lombrum Infrastructure Project; a joint initiative of the Australian and Papua New Guinean governments to redevelop the Lombrum Naval Base on Manus Island, Papua New Guinea.
The Lombrum Infrastructure Project was developed to restore and enhance the sovereign capability of the Papua New Guinea Defence Force (PNGDF) by refurbishing and rebuilding fundamental infrastructure at Lombrum Naval Base and contribute to building their capabilities in boarder protection and maritime resources security.
The scope of the Lombrum Infrastructure Project was developed and agreed upon in consultation with PNGDF to also benefit the local community through the construction, support, maintenance, and repair of the Naval Base.
Early works included refurbishment of the community chapel, construction of a new medical facility, upgrades to the communication centre, and construction of security fencing.
Main works included the construction of electrical generation services, water and sewerage services, facilities for PNG Defence Force for work, training and living accommodation, as well as operational facilities for the Guardian-class Patrol Boats and small boat operations.
The project has improved community facilities, maritime security capabilities and resources, and diversified job opportunities and industry sectors.
