Clough, as part of a Joint Venture with Saipem, is delivering the Project ‘CERES’ urea plant, a landmark project for Western Australia. The plant will be the largest in Australia and one of the largest in the world, installing the most sustainable production processes. The project is expected to generate 2,000 jobs during the construction phase, whilst delivering sustained benefits to the local community through career, training and business opportunities.


We are currently searching for a Permits & Approvals Lead to join our site-based team on Project Ceres. Reporting to the Project Director and/or Site Project Manager, the role will be responsible for ensuring that all project permits, approvals and associated interfaces with regulatory bodies, private & public stakeholders as well as internal government/council departments are managed on timely basis efficiently and effectively.
 

The successful candidate will be adept at navigating complex regulatory environments and driving the project to successful permit acquisition and approval.

Responsibilities

  • Lead Permits & Approvals works by:

    • Developing necessary programs to achieve Project Milestones and intermediate deadlines.

    • Explore, break-down and cascade Authorities / Third Parties requirements for the specific approval.

    • Coordinate the Home-Office team and assign roles and responsibilities for necessary contributions.

  • In coordination with Interface Management Function, Sserve as primary point of contact for all permit and approval-related interactions between the company and regulatory agencies, stakeholders and internal departments.

  • Manage the Project Consultants been engaged to support Project execution, specifically for environmental aspects of Permitting in Western Australia;

  • Oversee and coordinate the preparation, submission and tracking of permit applications.

  • Ensure all projects adhere to necessary regulations and obtain required approvals in a timely manner.

  • Identify and solve any issues or delays related to permit and approval process.

  • Maintain accurate and organized records of all permit applications, approvals, correspondence and related documentation.

  • Work closely with the wider team to obtain and drive necessary documentation.

Key Requirements

Place of Work / Assignment: Site near Karratha with business trips to Perth for necessary coordination and meetings.

Role / Position Assignment duration: Life of project (3 years).

  • Ability to work on a 20:8 rotation to site (Karratha).

  • Tertiary qualifications in Project Management, Environmental Science, Engineering or related field.

  • Any government or council sided experience highly regarded, background with DWER, DMIRS, EPA will be preferred..

  • Experience with specific industry-related permitsPermitting & Approvals, Construction for Energy or Oil & Gas Industry.

  • Experience with EPC or lump-sum type projects highly regarded

  • 10+ years’ in Energy or Oil & Gas Industry / Sector;

  • 3/5+ experience in a similar Permitting / Approvals / Statutory Interface Rrole.

  • Experience with EPC or lump-sum type projects.
