HSE Manager

Deliver a sustainable future with WA's landmark urea project!

This role is on a 19:9 rotation to our Perdaman project in Karratha, WA.

Clough, as part of a Joint Venture with Saipem, is delivering Project 'CERES' — a landmark urea plant for Western Australia, set to be the largest of its kind in Australia and one of the largest in the world. The plant will install the most sustainable production processes and is expected to generate 2,000 jobs during the construction phase, delivering sustained benefits to the local community through career, training and business opportunities.

We are currently searching for a HSE Manager on a 19:9 rotation to join the Health, Safety and Environment team at our Karratha construction site. Reporting to the Project Director, you will provide strategic HSE leadership across the full project lifecycle, driving a proactive safety culture and ensuring compliance with all regulatory and contractual obligations.

Responsibilities

 

  • Provide overall HSE leadership and strategic direction across the Project CERES construction site in Karratha, WA.
  • Develop, implement, and continuously improve the project HSE Management Plan, ensuring alignment with Clough's corporate standards and client requirements.
  • Lead and mentor the site HSE team (Advisors, Administrator), building capability and fostering a proactive safety culture.
  • Serve as the primary HSE interface with the client, JV partner (Saipem), subcontractors, and regulatory bodies including WorkSafe WA.
  • Drive incident prevention through robust hazard identification, risk assessment, and critical control verification processes.
  • Lead major incident investigations, root cause analysis, and close-out of corrective/preventive actions.
  • Manage HSE performance reporting — prepare and present KPI dashboards, safety statistics, and trend analysis for senior leadership and the client.
  • Oversee the development and delivery of HSE induction, training, and competency programs for site personnel.
  • Ensure compliance with the OSH Act 1984 (WA), Environmental Protection Act, and all applicable codes, standards, and project HSE documentation.
  • Conduct and facilitate internal HSE audits, inspections, and management reviews; support external audits and regulatory inspections.
  • Monitor subcontractor HSE performance, conduct pre-qualification assessments, and enforce project HSE requirements.
  • Manage emergency response planning, conduct drills, and act as the senior HSE point of contact during any site emergency.

Key Requirements

 

  • Tertiary qualifications in Occupational Health and Safety, or a related discipline (Cert IV minimum; Diploma or Degree preferred).
  • Minimum 10 years' HSE experience, with at least 5 years in a senior or management role on major construction, oil & gas, or resources projects.
  • Demonstrated experience managing HSE on high-risk construction or industrial sites in Western Australia.
  • Proven ability to lead, influence, and engage diverse workforces including subcontractor management.
  • Strong incident investigation skills — ICAM or equivalent methodology.
  • Experience with HSE management systems (ISO 45001 / AS/NZS 4801) and document control platforms.
  • Excellent communication, stakeholder engagement, and report-writing skills.
  • Ability to work a 19:9 rotation to site.
