Clough Niugini, the Papua New Guinea operating arm of Clough, completed the Engineering, Procurement, Construction and Commissioning (EPPC) of a new petroleum refinery, located in the harbour of Port Moresby, Papua New Guinea.
Prior to contract award, Clough completed Stage 1A “Controlled Project Ramp Up” initial site works and front-end design, as well as refinement of the process design and other engineering. Stage 1A was to achieve progress on critical deliverables and activities which relate directly to the overall scope of work. This phase was undertaken while final project funding was completed.
The PNG Oil Refinery project included earth works, site civil construction, a storage tank farm, crude oil distillation unit, a hydro-desulphurisation and catalytic reforming units, a jetty with ship loading and unloading facilities, utility systems including steam and power generation and site infrastructure and support facilities.
This project contract was to build Papua New Guinea’s first oil refinery, with 32,500 barrels per day capacity.
