Subcontract Administrator

Clough, as part of a joint venture, is delivering the Project Ceres urea plant, a landmark project for Western Australia. The plant will be the largest in Australia and one of the largest in the world, installing the most sustainable production processes. The project is expected to generate 2,000 jobs during the construction phase, whilst delivering sustained benefits to the local community through career, training and business opportunities.


We are currently searching for a Subcontracts Administrator to join the Project Ceres in Perth. Reporting to the Subcontracts Manager, you will be responsible for providing the Subcontracts team with support in the use of the Project Procurement System tools (SAP, Felix, NPP). You will also be involved in maintaining and tracking the Subcontract Action Register (SCAR) and Procurement Status Report (PSR), to support the team in achieving project cost and schedule targets.

Your focus will include:

  • Registering and qualifying subcontracts through Felix or NPP.
  • Ensuring use of existing Master Services Agreement (MSA) providers for relevant Goods and Services and issuing EOIs for new MSA.
  • Assisting with the project subcontracting strategy for assigned subcontracts.
  • Supporting internal stakeholders with tendering, negotiation and formation of assigned subcontracts.
  • Coordinating issue of, and responses to bid clarifications and arranging / hosting Bid Clarification Meetings when required.
  • Liaising with assigned Package Engineers to action any relevant Engineering related items in Supplier/ Subcontract progress reports.
  • Developing and maintaining commercial evaluation of bids for each package.
  • Negotiating best available price /discount from selected bidder.
  • Interfacing with End User regarding the preparation and issue of Technical Bid Evaluations, and 'Approved for Purchase' scopes of work and associated technical documents.
  • Preparing and issuing RFA approval workflow and tracks approval process.
  • Issuing Purchase Orders / Subcontract Agreements on the Project Selected Software such as SAP, Felix.
  • Monitoring the SCAR & PSR in coordination with the Subcontract Management and Commodity Manager and updating with the Actual Dates.
  • Partnering with internal management and stakeholders to review project budget and ensure adequate allocation to subcontracts to reflect subcontracting strategy on project.


What you will bring to the team:

  • 3+ years of experience as a commercial or contracts advisor on engineering, procurement and construction (EPC) projects, with direct experience managing subcontractors and suppliers.
  • Knowledge of subcontracting processes, contract management, and procurement principles.
  • Excellent negotiation and communication skills, with the ability to build and maintain relationships with subcontractors.
  • Tertiary qualification in Supply Chain, Engineering, Quantity Surveying, Law or Construction Management and Economics (CM&E).
  • Ability to work independently and handle multiple tasks simultaneously.
