Clough, in a joint venture with Diversified and United (CDU), was awarded the contract for the Project Delivery Proposal Phase (PDP) of the Gladstone to Fitzroy Pipeline. 

The scope of the project comprised of 115km of pipeline between the Fitzroy River and Gladstone (via the proposed Stanwell-Gladstone Infrastructure Corridor), one water treatment plant transferring up to 30 gigalitres of water per annum, three pump stations and associated services, and one service reservoir at Aldoga.

The project aimed to secure reliable long term water supply for the Gladstone region and was part of the Central Queensland Regional Water Supply Strategy and had also been declared as a significant project by the Co-Ordinator General.
